Even before the 1860 introduction of revenue stamps in the Philippines, official documents had to be written on official paper. This paper had either embossments or revenue stamps printed on them. Different applications required different papers. In later years, additional stamps had to be added in addition to the already printed stamps on the paper. Douglas K. Lehman calls it Documentary Stamped Papers; they are also called Revenue Stamped Papers. Dear fiscal philatelists worldwide,

these are stamped papers and nothing else, simply called by different names in other countries, such as Stampffpapier (stamped paper), an old German term; Siegelpapier (sealed paper); Signettenpapier (signet paper) as in Austria; Charta Sigillata as in the Nordic countries like Sweden; Carta Bollata as in the former Italian states; Papel Sellado in Spain and its colonies; Akzisepapier (excise paper); Taxpapier (tax paper) or Lizentpapier as in some states of the Holy Roman Empire; Generalites (administrative section papers) as in France; Stamp Duty as in England, Great Britain, and its colonies; and many other names.
